The converter reads the text on each page, along with where each word sits. It looks for ruled lines that form a grid, and falls back to column alignment when a table has no borders.
Each table becomes rows of cells. Values are wrapped in quotes when they contain the separator, quotes or line breaks, following the standard CSV rules. The file is then saved on your device.
Three settings cover almost every PDF table.

Merged cells are split. Their text stays in the first cell and the rest are left blank, so the columns stay lined up.

A little setup saves cleanup later.
Use a PDF with selectable text. For scans, run OCR PDF first.
Set a page range to skip pages without tables.
In much of Europe, choose Semicolon so Excel splits the columns correctly.
If a table is missed, try Full text grid mode.
Check merged header cells after import. Their text sits in the first column of the span.
